After the Japanese army occupied Hsinchu in 1895, the initial public construction was adopted from the public construction of the Qing Dynasty. In 1925, a new Hsinchu government building was built and completed in 1926. Later, it continued to expand. Hsinchu State Hall is a two-story brick building. The exterior walls are made of red bricks with gray washed stones. The overall structure is solemn and elegant, showing a European simple style. The Hsinchu State Office is located on Zhongzheng Road, which is the current Hsinchu City Government.

The planning of the first phase of the Hsinchu State Hall, the construction of the second phase, and the concise and solemn presentation of the third phase of the Hsinchu State Hall opened a new page for future urban planning. The Hsinchu State Hall has a two-story, U-shaped plan reinforced brick building. The building shape is a mixture of Japanese and Western styles, and the main body is Western style. The roof is a pitched roof made of wooden tiles used in Oriental architecture, and a prominent entrance porch is designed at the front entrance. , using a double-column style to increase the ceremonial nature, and paired with two small towers to make the entire entrance quite prominent. The first floor has the entrance hall, lobby, business promotion section, police section, accounting section, civil engineering section, mediation section, and security On the second floor are the governor's office, the clerical department, the health department, the domain administration department, and other offices.
